Prozorro.Sale auctions in Lutsk: UAH 859 million of debts sold at a third of face value, and 144 of 153 bankruptcy auctions failed

As of 17 October 2026, 30 auctions in Lutsk accept applications on Prozorro.Sale, and 23 of them are bankruptcy — 21 of those are not real estate but claims: other companies’ debts sold to pay the bankrupt’s creditors. In 60 days the city held 200 auctions, and 173 failed. Of 153 bankruptcy auctions, 144 failed.

Viliena’s debts: UAH 859 million face value, 36% at the start

The city’s main lot is 18 claims against Viliena LLC totalling UAH 859.07 million. The largest is a UAH 230.59 million debt with a starting price of 83.01 million. How these lots got to that price:

• 3 September — a Dutch auction starting at 60% of face value (138.35 million for the 230.59 million debt): the price could fall 99 times by 1% — down to 1.38 million, but there were no applications;
• 28 September — all over again, 60% of face value again, the auction failed;
• 8 October — a repeat auction 20% cheaper (110.68 million), no applications;
• 19 October — a Dutch auction again: the start is 36% of face value, all 18 lots together — UAH 309.27 million, and with the price falling to 1% of the start the minimum is about 3.09 million.

The same day — two claims against OIL-TRADE 2018 LLC: for UAH 8.63 million starting at 5.18 million and for UAH 6,796.54 starting at 4,077.92.

Energy Stock and Realiz Oil: three attempts — no buyers

Other debts went the same way in September:

• claims against Energy Stock LLC — from 0.86 to 110 million each: on 7 September at face value, on 23 September 20% cheaper, on 2 October a Dutch auction from 60% — no buyers;
• a UAH 770 million claim against Realiz Oil LLC: 462 million on 8 September, 369.6 million on 22 September, a Dutch auction from 277.2 million on 2 October — no applications either, as with that company’s securities with a face value of 22.7 million.

What people buy from bankruptcies

Bankrupt real estate in Lutsk does sell, and with bidding:

• 167.9 m² of non-residential premises at 4a Druzhby Narodiv (Ivana Haziuka) Boulevard — UAH 6.68 million from a start of 3.79 million, four bidders, 27 August;
• a 484.2 m² bank branch at 16 Chervonoho Khresta St — 15.5 million from a start of 15.02 million, 3 September.

Two more bank branch premises accept applications now: 83.8 m² at 32b Sobornosti Avenue — UAH 4.87 million, auction on 26 October, and 152 m² at 31 Hrushevskoho Avenue — 8.26 million, 29 October.

And August showed how a Dutch auction works to the end: movable property of Volyn-Lada CJSC with a start of UAH 53,015.58 went for UAH 530.16 — exactly 1% of the start.

Leases: the city leases, Ukrtelecom does not

The city council’s property department held 13 lease auctions in six months, and 11 have a tenant — but only twice did the price rise by more than 5%. The biggest jump was 85.8 m² at 1 Bohdana Khmelnytskoho St: UAH 7,021 a month from a start of 1,436.56, three bidders. The regional council leased 73.7 m² at 67 Vynnychenka St for UAH 3,807 from 238.82.

Ukrtelecom is different: 14 auctions in two months, 12 failed. It now has a 186.2 m² basement at 8 Zakhysnykiv Ukrainy St — UAH 14,829 a month, third attempt, auction on 17 November.

The city council is now leasing 159.8 m² at 63 Lvivska St — UAH 14,079 a month, auction on 20 October, and 64.2 m² at 9 Shota Rustaveli St — UAH 10,545, 9 November.

The most interesting of summer and autumn

• Ukrenergo sold war-damaged transformer equipment as secondary raw material: UAH 3.53 million from a start of 1.89 million and 611,111 from 318,299 — seven bidders each.
• Ukrposhta leased 135 m² on a ground floor for UAH 28,350 a month from a start of 27,000.

What it means

An “auction in Lutsk” today means mostly bankrupts’ debts: dozens of lots worth hundreds of millions that nobody buys even at 1% of the start. Unless you are a professional debt buyer, look at real estate — bank premises and city council leases.
