Assets of Ukrposhta, Ukrzaliznytsia, customs and businesses at auction: what is sold and how to buy

It is not only the state and communities that sell property through Prozorro.Sale. State companies, customs offices, private businesses and banks also put what they no longer need up for open auctions — from small items for a thousand hryvnias to buildings and whole complexes.

State companies and customs

In the catalogue these lots form the “Property sale” group. The largest sellers:

• Ukrposhta (Ukrainian Post) and Ukrzaliznytsia (Ukrainian Railways) — vehicles, machinery, equipment, materials, scrap metal, real estate;
• customs offices — goods that have become state property, from clothing to metal products (customs auctions, often repeated);
• other state enterprises — from machine tools and used oils to debt claims.

Some lots are sold at Dutch auctions, where the price goes down.

Private companies and banks

Commercial sales are a separate “Commercial sale” group. Here logistics and manufacturing companies (for example, Nova Poshta, Sandora), banks (collateral and non-core assets) and landowners sell vehicles, equipment, recyclables, buildings and land plots. The terms of such sales are set by the seller — they are in the announcement.

What to watch for

• Condition and completeness. Property is sold as is. Read the description and, if possible, inspect the lot — the contacts are in the announcement.
• Documents. For vehicles — registration documents; for real estate — title and the land; for waste and scrap — whether you need a licence to handle them.
• Removal. The buyer often has to remove the property within a short period at their own expense.
• VAT. Check whether VAT is included in the price — it is shown on the lot page.

How to take part

1. Register on one of the accredited Prozorro.Sale e-marketplaces.
2. Pay the registration fee and the guarantee deposit and apply before the deadline shown on the lot page.
3. Take part in the auction online; whoever offers the most wins.
4. After winning — the protocol, payment, contract and removal within the deadlines in the announcement.
