How to buy bank assets at a DGF auction

When a Ukrainian bank is liquidated, its assets are sold by the Deposit Guarantee Fund (DGF). The sale goes through open electronic auctions on Prozorro.Sale, and anyone can buy. Below: what is sold there, how to find what you need and what to watch out for.

What the DGF sells

• Real estate — offices, bank branches, flats, warehouses, land plots.
• Vehicles and machinery — cars, trucks, special equipment.
• Equipment — from ATMs and servers to furniture.
• Loan claims — portfolios of debts (we list them as a separate group, “Non-performing loans”).

All Fund lots are collected on the “Bank assets · DGF” page; you can filter them by region, price and words in the title.

Why the price may drop

If a lot does not sell the first time, the Fund puts it up again — often with a lower starting price. So the same asset may appear several times, cheaper each time. On the lot page we show the discount and a “Previous auctions of this asset” block listing every sale attempt. More in our guide to repeat auctions.

How to check a lot

• Read the lot description and documents on prozorro.sale: what is included, its condition, encumbrances, payment terms.
• Assets are sold as is. If the announcement offers an inspection, use it: the contacts are in the announcement.
• For a loan claim, what matters is the size of the debt, the collateral (pledge, guarantee) and the status of any court case — without these the price cannot be assessed.
• Compare with similar lots: the catalogue can be sorted by price and region.

How to take part

1. Register on one of the accredited Prozorro.Sale e-marketplaces.
2. Pay the guarantee deposit and the registration fee — the amounts and bank details are in the announcement.
3. Apply before the application deadline — it is shown on the lot page.
4. On auction day, raise the price online; whoever offers the most wins.
5. After winning — the protocol, payment and contract within the deadlines in the announcement.
