Prozorro.Sale auctions in Chernivtsi: leases from UAH 1 per metre and contracts dozens of times above the start

As of 16 October 2026, 42 auctions in Chernivtsi accept applications on Prozorro.Sale, and 33 of them are leases of state and municipal property. In the last 60 days the city held 125 auctions, 81 failed. The city’s main feature is a very low starting rent, which bidding sometimes multiplies dozens of times.

Who leases

• The city council’s municipal property department — 26 lots now; 41 auctions in two months, 21 with a tenant.
• The regional branch of the State Property Fund — 6 lots; six of 11 auctions in two months leased.
• Ukrposhta and Ukrtelecom — the opposite: 14 and 8 auctions, all failed.
• Chernivtsi customs — 15 auctions, four lots sold.

Starting at UAH 1 per metre

In several State Property Fund lots the starting rent is UAH 1 per square metre a month: 101.6 m² on the fifth floor of an office building starts at UAH 101.60 (auction on 11 November), a 38.5 m² office — at UAH 38.50, 32.2 m² of storage — at UAH 32.20.

But a low start does not mean a low price. In summer and autumn auctions ended like this:

• 73.6 m² at 1 Olhy Huzar St (city property) — UAH 30,000 a month from a start of UAH 402.78, 74 times more;
• 5-a Nebesnoi Sotni St (regional council) — UAH 38,000 from 3,514.65 (auction on 5 October);
• 15.2 m² at 3 Oleksandra Balanetskoho St — UAH 5,100 from 95.39;
• a 101 m² basement (State Property Fund) — UAH 5,252 from 101; 57.6 m² on the ground floor — 4,102 from 57.60.

At the same time, half of the leases over six months were signed at about the starting price — at most about 1% higher. So it all depends on the location: people bid for ground-floor premises in the centre, not for basements on the outskirts.

Second attempt — 50% off

If an auction fails, the city council relists the lot with a start half as high, or as a Dutch auction where the price drops in steps. There are eight such lots now, for example:

• 395.7 m² at 26-V Serhiia Skalda St — UAH 606 a month, auction on 9 November;
• 267.7 m² at 3 Volodymyra Ivasiuka St — UAH 583, 27 October.

What else accepts applications

• Bankruptcy: a 1,438.6 m² office and retail building at 30 Nebesnoi Sotni St — UAH 37.53 million, auction on 30 October.
• Bank Credit Dnipro is selling 1,376.9 m² of basement premises at 114a Nezalezhnosti Avenue — UAH 4.26 million, 19 October.
• Privatization: 87.1 m² of garage premises at 57 Oresta Kryvoruchka St — UAH 454,070, 30 October.
• Seized land: a 0.0497 ha garden plot in the Romashka-T cooperative — UAH 118,929, fourth attempt, 19 November.
• Copper scrap — UAH 1.43 million (26 October).

The most interesting sales of summer and autumn

• The State Property Fund sold the training building of Ukrinteravtoservis for UAH 19.2 million (start 18.64 million) and the same enterprise’s garage — for 2.8 million from a start of 788,000.
• The city council sold a 0.1797 ha plot on Lukiana Kobylytsi St for UAH 4.59 million from a start of 3.71 million.
• The right to place coffee kiosks in the community went for UAH 208,000 from a start of 29,658.
• And customs sold four lots of Armenian tomatoes, 20 tonnes each, at repeat reverse auctions — about UAH 74,000 each, 75% below the initial price.

What it means

In Chernivtsi it pays to watch leases: starting rents are low, and if the premises are not in the centre you can often take them at about the start — and after a failed attempt even at half.
