A garage at auction: how to rent or buy a garage through Prozorro.Sale

A garage for a car, a workshop or a small store room does not have to be found on classified sites. State companies, institutions and communities lease their garages through Prozorro.Sale — openly and often cheaper than on the market. And some can be bought.

Leasing from companies

Most garages are leased by Ukrtelecom and Ukrposhta: bays and garage buildings next to their exchanges and post offices in towns and villages all over the country. These lots are in the “Commercial lease” group. The price on the lot page is the monthly rent; the contract usually runs for a little under three years. Leasing state and municipal property

Garages of hospitals, schools, forestries and municipal enterprises are leased under the state property lease rules — the “State property lease” group. The typical term is five years. If nobody came to the first auction, a repeat one is announced with a reduced starting rent, so some garages go for a token price. How it works is covered in the article on leasing state property.

Buying a garage

A stand-alone garage is rarely sold into ownership. More often it comes as part of a small privatization object — for example, a former veterinary clinic or office with a garage and sheds. These lots are in the “Privatization” group. Keep in mind that the land under the building does not always come with it: it is formalized separately.

Garages in cooperatives owned by private individuals are not here: seized property of individual debtors (other than land) is sold in a different system.

What to check

• Size and doors. Floor area, door and ceiling height — whether your car, van or lift will fit.
• Access. The garage may stand on the closed grounds of an institution: find out whether you can get in during evenings and weekends.
• Utilities. Electricity and capacity, heating, water, an inspection pit. Utilities are usually paid on top of the rent.
• Permitted use. The announcement states what the property may be used for. A car service, tyre fitting or storage may be prohibited or require approval.
• Condition. Roof, doors, floor. Repairs at the tenant’s expense usually need the landlord’s consent and are not always offset against the rent.
• Extra payments. VAT, insurance of the property, advance payments, reimbursement of land tax — all of this is in the draft contract.

How to take part

1. Register on one of the accredited Prozorro.Sale e-marketplaces.
2. Pay the registration fee and the guarantee deposit and apply before the application deadline shown on the lot page.
3. On auction day, raise the monthly rent (or the price, for a purchase) online; the highest offer wins.
4. After winning — the protocol and the contract within the deadlines in the announcement.
