How to lease land at a Prozorro.Sale auction: a step-by-step guide

State and communal land in Ukraine is leased out through electronic auctions. They run on Prozorro.Sale, and anyone can take part — a farmer, an agricultural holding or a person who needs a plot for a vegetable garden or hay. Here is how it works, from finding a plot to signing the contract.

What is sold at land auctions

A land lease auction sells not the plot itself but the right to lease it for a fixed term. The organizer is whoever manages the land: most often a village, settlement or city council (communal land) or a state body. Every lot announcement includes the essentials:

• the area and cadastral number — you can find the plot on the Public Cadastral Map by it;
• the designated purpose — for example, commercial agricultural production;
• the starting annual rent — bidding starts from it;
• the normative monetary valuation — a reference value of the land;
• the lease term, guarantee deposit, bid step, application deadline and auction date.

Step 1. Find a plot

There are many plots, and new ones appear every day. The easiest way is to open the land lease catalogue and filter by region and budget. Each region has its own page with prices — for example, land lease in Poltava Oblast: it shows how many plots are accepting applications, the average price per hectare and how many new lots appeared in the last month.

To avoid checking the catalogue every day, save a filter: the Telegram bot will message you as soon as a plot appears in your region and budget.

Step 2. Check the plot and the terms

• Look the plot up on the cadastral map by its cadastral number: where it is, who the neighbours are, whether there is road access.
• Read the lot documents on prozorro.sale: the draft lease contract, the terms, the specifics of the plot.
• Compare the starting rent with neighbouring lots — the region page shows the average price per hectare.
• Check whether the plot has been offered before: the lot page has a “Previous auctions of this asset” block.

Step 3. Register on a marketplace and apply

Bidders do not work with Prozorro.Sale directly but through one of the accredited e-marketplaces. Our lot page shows it as the “Organizer's marketplace”, but you can take part through any accredited one. On the marketplace you need to:

1. register and verify your identity;
2. pay the registration fee and the guarantee deposit — the amounts are in the announcement;
3. submit an application with the documents listed in the announcement before the application deadline — it is shown on the lot page.

Do not leave it to the last day: the payment has to clear and the marketplace has to accept your application.

Step 4. The auction

Land lease auctions are ascending: bidders take turns raising the rent by at least the bid step. Whoever offers the highest price wins. Bidding takes place online on a set day and time — the lot page shows it as “Auction”.

Step 5. After you win

The winner signs the auction protocol and the lease contract within the deadlines and on the terms set in the announcement. The winner usually also reimburses the cost of preparing the lot and pays the marketplace operator's fee — the exact amounts and deadlines are in the announcement. Bidders who did not win get their guarantee deposit back under the auction rules.
