Data sources
Where the Service gets auction information, how often it is updated, on what legal basis it is used and how the source is credited.

Everything you see in the Service is open data published by the participants of the Prozorro.Sale system themselves. We collect it, select it by your filters and deliver it conveniently. Below is where exactly it comes from and how we handle it.
Prozorro.Sale
Prozorro.Sale (Prozorro.Продажі) is Ukraine's electronic auction system through which state and municipal property, land, assets of banks in liquidation, property in bankruptcy proceedings and more are sold or leased. Organisers put lots up through accredited e-platforms, and information about lots, documents and auction results is kept in the system's central database. The system is administered by the state enterprise Prozorro.Sale.
The system publishes this information as open data through an open application programming interface (API). That is where we get it — we do not copy or scrape the pages of the prozorro.sale website.
What exactly we receive
- the lot description and auction type;
- the organiser (seller, lessor) — when it is a company or a public body;
- the starting price, bid step and price reduction terms;
- dates: the bid period and the auction day;
- the lot status and its changes;
- links to the lot documents;
- the auction result.
We do not copy lot documents: the Service links to them in the original source.
How often we update
The Service regularly requests everything new and changed from the API — new lots and changes appear with us within a few minutes of appearing in the API. Delays on the source side — for example when a platform passes information to the system later — are beyond our control.
Legal basis
Under article 10-1 of the Law of Ukraine “On Access to Public Information”, public information in the form of open data may be freely copied, distributed and used, including commercially and as part of one's own product, with a mandatory reference to the source. The requirements for open datasets are set by the Regulation approved by Resolution No. 835 of the Cabinet of Ministers of Ukraine of 21 October 2015. Datasets published on the Unified State Open Data Portal data.gov.ua are distributed under the CC BY 4.0 licence, which also requires attribution.

Every lot — in a Telegram message, an email, the account, an Excel/CSV export and an API response — is marked “Source: Prozorro.Sale” with a link to the lot page on prozorro.sale. If you publish the data further, keep that link — the law requires it.
Personal data
Auction data sometimes contains information about individuals — participants, winners, contact persons. We do not show the names, taxpayer numbers or contact details of individuals and sole traders, do not collect their phone numbers or emails and do not combine this information with other sources. If the Service holds information about you, write to us and we will delete or anonymise it on our side within 30 days. Details are in the privacy policy.
If the data differs
Only the information and documents in the Prozorro.Sale system itself have legal effect. Before deciding to take part in an auction, always check the lot page and the organiser's documents. If you notice that we show something differently from the original source, write to info@randomstar.org and we will check our processing. An error in the lot itself can be corrected only by its organiser.
