Prozorro.Sale auctions in Zhytomyr: 8 in 10 lease auctions fail

In Zhytomyr, Prozorro.Sale is mostly about leases. As of 16 October 2026, 31 auctions in the city accept applications, and 28 of them are premises. But tenants are scarce: in the last 60 days the city held 166 auctions, and 135 did not take place — most often because fewer than two bidders registered.

Who leases and why it fails

• Ukrtelecom is the city’s biggest landlord on Prozorro: 102 auctions in two months, 95 of them failed. Mostly small offices in administrative buildings at Kyivska St, 20 and 22 and Mykhailivska St, 20 — from 11 to 290 m².
• Ukrposhta — 27 auctions, 25 failed. Premises at Myru Avenue, 4 are being put up for the fifth to seventh time.
• The regional council’s property department is the opposite: only three of its 14 auctions failed.

Where a tenant does turn up, the rent barely rises: half of the leases over six months were signed at most about 1% above the start. Exceptions happen at first auctions: in summer Ukrposhta leased 19.3 m² at Velyka Berdychivska St, 69/2 for UAH 15,010 a month from a start of 6,500, and 27.5 m² next door for 20,800 from 7,000.

Vilskyi Shliakh, 18g

The premises at this address, often searched together with “prozorro”, are leased out by Ukrtelecom. It tried to lease the premises there one by one: 268.9 m² and 609.9 m² were put up twelve times each, and all of these auctions failed — most recently on 6 October.

Now Ukrtelecom has changed tack and offers part of the property complex, 3,090.56 m², as a single lot: the starting rent is UAH 194,489 a month, about UAH 63 per square metre. The auction is on 3 November.

What is on offer now

• Ukrtelecom offices at Kyivska, 20 and 22 and Mykhailivska, 20 — from UAH 1,107 a month for 14.4 m² to UAH 26,472 for 286.9 m² at Kyivska, 22; auctions on 21 and 27 October and 17 November.
• Ukrposhta, Myru Avenue, 4: 112.8 m² for UAH 32,000 (sixth attempt), 126.1 m² for 15,000 (fifth), 59.6 m² for 6,600 (seventh).
• A Ukrposhta Dutch auction — 157.5 m² of multi-purpose premises starting at UAH 31,500 a month, already the tenth attempt; in such an auction the price drops in steps, the auction is on 23 October.
• Hourly rentals from the city enterprise “Rental Relations Regulation”: halls at Myru Avenue, 59 (110.2 m²) — UAH 33.77 an hour, at Shkilnyi Lane, 4 and Dobrovolchykh Batalioniv St, 1 — about UAH 15–16 an hour. Suits clubs, classes, meetings.
• Not only leases: Liktravy is selling an IMA C21 tea packing machine starting at UAH 1.58 million (auction on 22 October).

Privatization in the city is rare but competitive: in September the city council sold non-residential premises at Kyivska St, 102 for UAH 1,122,002 from a start of 732,588.

What it means for a tenant

When an auction fails, the lot is relisted — often with a discount or as a Dutch auction. So in Zhytomyr you can often lease at the starting price or even below. The key is to apply on time: if you are the only bidder, the auction may not take place, and special rules then apply to leasing state and municipal property.
