How to buy land at Prozorro.Sale land auctions

Land plots in Ukraine are sold not only through a notary but also at open land auctions on Prozorro.Sale. Communities sell land this way, and so do companies, banks, funds and private owners who want a transparent sale at the best price. Anyone who meets the legal requirements can buy.

Who sells what

• Agricultural plots — most often for commercial farming or a personal farm. They are sold by private owners, companies and banks.
• Plots for construction and business — for a house, retail, production. Communities sell these more often.

Who can buy agricultural land

For agricultural land, Ukraine’s Land Code sets restrictions. It can be bought by Ukrainian citizens and, since 2024, by Ukrainian legal entities whose members are Ukrainian citizens, communities or the state. Foreigners and companies with foreign owners cannot buy agricultural land. There is also a cap on the area one person may own.

That is why the application comes with documents listed in the announcement: for a company — its ownership structure and the citizenship of its members and ultimate beneficial owner; for everyone — documents proving the source of the funds you will pay with. Payment is non-cash only.

Pre-emptive right

Some lots are sold with a pre-emptive right — most often held by the plot’s current tenant. The auction runs as usual, but afterwards the right holder may, within the period set in the announcement, agree to buy the plot at the highest price bid. If they do, the plot goes to them rather than to the auction winner. Factor in this risk, especially if a tenant already farms the land.

How to check a plot

• Look the plot up by its cadastral number on the Public Cadastral Map: boundaries, neighbours, access, land type.
• Check the designated purpose — it determines what you can do on the plot.
• Find out whether there is a lease agreement: the tenant stays on the land until the lease ends, even after a sale.
• Read the lot documents on prozorro.sale: the title register extract, encumbrances, payment terms.
• Compare the price with other plots in the region — the catalogue sorts by price, and the area is shown on the card.

How to take part

1. Register on one of the accredited Prozorro.Sale e-marketplaces.
2. Pay the registration fee and the guarantee deposit — the amounts and bank details are in the announcement.
3. Submit an application with documents before the deadline shown on the lot page.
4. On auction day, raise the price online; whoever offers the most wins (subject to the pre-emptive right, if there is one).

After you win

The winner signs the auction protocol, pays the price within the deadline in the announcement and concludes a sale and purchase contract certified by a notary. Ownership is registered in the State Register of Property Rights. Bidders who did not win get their guarantee deposit back under the auction rules.
