SETAM or Prozorro: where seized property, confiscated goods and state assets are sold

SETAM and Prozorro.Sale are often confused: both run electronic auctions, and both have apartments, cars and land. But they sell different things under different rules. Here is where to look for what and how the auctions differ.

The rule of thumb: if an enforcement officer sells for debts, it is SETAM — except land. If the state, a community, a bank, an insolvency trustee or a company sells, it is Prozorro.Sale.
What SETAM is
SETAM is a state enterprise of the Ministry of Justice that organizes electronic auctions of property seized in enforcement proceedings. The rules are set by the Procedure for the Sale of Seized Property, approved by a Ministry of Justice order (current version of 26 May 2026). Lots and auctions are on setam.net.ua.
Back in 2020 the Ministry of Justice decided to move seized property sales to Prozorro.Sale: SETAM would remain the organizer, while bidding would go through dozens of Prozorro marketplaces. But that order takes effect only after the Ministry announces the start of sales in the new system. As of October 2026 this has not happened, so debtors’ apartments and cars are still sold through SETAM.
What seized property is on Prozorro.Sale
- Debtors’ land. Under the Land Code, plots subject to enforcement are sold at land auctions — on Prozorro.Sale. It is a large market: over the past year enforcement officers put up more than 9,400 such lots, and about 3,100 accept applications now. More in our article on seized property at auction.

What to check before buying seized property
Searches like “SETAM reviews” and “SETAM scam” show that people worry about risks. The auctions themselves are transparent — anyone can watch them — but a debtor’s property has its specifics:
- Who lives in the apartment. Registered residents and actual occupants do not disappear with the sale; eviction is a separate, sometimes court, procedure.
- Utility debts and condominium fees — find out the amount in advance.
- Condition. Ask to view the lot: the custodian must arrange a viewing within three business days of your request. Cars are often sold as is.
- Challenges. The debtor may challenge the auction in court. If the court invalidates it, the guarantee deposit is returned, but the time and stress are yours.
- Full cost. Add the organizer’s and marketplace fees, VAT (if the debtor is a VAT payer), the notary and re-registration.
