Guarantee and registration fees for Prozorro.Sale auctions: how much you pay and when you get it back

To take part in a Prozorro.Sale auction you pay two fees before the application deadline — a registration fee and a guarantee deposit. The winner also pays the marketplace operator fee. Here is what it costs in 2026, when the money comes back and how you can lose the deposit. The amounts come from Ukrainian laws and Cabinet resolutions; to see how they look in practice, we checked about 36,000 lots in our database.

Registration fees are tied to the minimum wage as of 1 January: in 2026 it is UAH 8,647, so 0.1 of it is UAH 864.70 and 0.2 is UAH 1,729.40. In 2025 the same fees were UAH 800 and UAH 1,600. Each lot page on our site shows its guarantee deposit and bid step next to the starting price.
Registration fee
This is the fee for registering your application. You pay it, together with the guarantee deposit, to the account of the marketplace operator you apply through.
- Land — 0.1 of the minimum wage as of 1 January of the year the announcement is published: UAH 864.70 in 2026 (Land Code, Art. 135).
- Lease of state and municipal property — also 0.1 of the minimum wage, UAH 864.70 (Law No. 157-IX).
- Small privatization — 0.2 of the minimum wage, UAH 1,729.40 (Law on Privatization of State and Municipal Property).
- Commercial sales and company leases — set by the seller under the marketplace rules. In our data we see amounts from UAH 17 to 1,700; for commercial leases it is most often UAH 17.
Is the registration fee refunded? As a rule, no — even if you lose. For land there is one exception: the organizer cancels the auction before it takes place because the plot’s documentation has to change or its sale is prohibited. In privatization both fees are returned to everyone if the privatization of the object is stopped.
Guarantee deposit
The guarantee deposit secures that the winner will sign the contract and pay. It largely determines how much money you need up front.
- Land — 30% of the plot’s starting price or 30% of the starting annual rent, capped at 2,500 subsistence minimums for able-bodied persons. That is the case for 99% of land lots in our database — lease, sale and seized land alike.
- Small privatization — 20% of the starting price (98% of our lots). If two auctions for the object have already failed, the deposit can be higher — at least 50% of the starting price.
- Lease of state and municipal property — as a rule, the starting rent for one month if the lease is up to a year; two months for one to five years; four months for five to ten years; six months for ten years or more. At least 0.5 of the minimum wage (UAH 4,323.50). A sitting tenant renewing through an auction pays half of one month’s starting rent.
- Bankruptcy — most often 10% of the starting price (85% of our lots), sometimes 20%. DGF bank assets — 10%. Company property sales — mostly 5% or 10%.
Pay early. The money goes to the marketplace’s account, not the seller’s, and a bank transfer can take a day. For land auctions, fees received less than one hour before the application deadline are not counted as paid — they are simply returned and you will not be admitted.
When the guarantee deposit is returned
- To participants who lost. For land — within three business days after the day the auction protocol is generated. For privatization and property leases — within 10 business days of the protocol’s approval.
- The runner-up’s deposit may be held: if the winner backs out, the win passes to them. This is called “consent to wait”. You can withdraw it in your account and request a refund — for land the money is then returned within five business days.
- The winner’s deposit is not returned but counted towards the lot price — minus the operator fee.
When the guarantee deposit is not returned
- The winner did not sign the protocol or the contract on time, did not pay the price or, for land, the lot preparation costs.
- The winner does not meet the buyer requirements — for example, a company with foreign owners at an agricultural land auction — or provided false information.
- Land: nobody raised the price. If a land auction has several participants and none of them makes a step above the starting price, the guarantee deposits are returned to no one — they go to the organizer. So when you bid against others, make at least one step.
Minimum bid step
The step is the smallest increment by which you can raise the price in a round. It is not a separate payment — it only sets how much your bid grows. At land auctions the minimum step is 1% of the starting price by law, with no maximum. In privatization, bankruptcy and bank assets our data also shows 1% almost always, while commercial leases sometimes use 2–5%. At a Dutch auction the step works the other way: it is the discount by which the price falls automatically.
Marketplace operator fee
The marketplace you applied through gets a fee if you win. It is deducted from your guarantee deposit; if the deposit is not enough, you pay the difference together with the price.
- Land — 5% of the plot’s sale price or annual rent, VAT included.
- Small privatization — 4% of the sale price, VAT included, up to UAH 8 million (since September 2025).
- Lease of state and municipal property — 5% of the annual rent (for leases shorter than a year — 5% of the rent for the whole term), VAT included, at least 0.2 of the minimum wage — UAH 1,729.40.
Example: how much money you need to buy a plot
A plot is sold at a land auction with a starting price of UAH 200,000. You win at UAH 260,000.
- Before the auction: the UAH 864.70 registration fee and a guarantee deposit of 30% of 200,000 — UAH 60,000.
- Operator fee: 5% of 260,000 = UAH 13,000. It is deducted from the deposit; the remaining UAH 47,000 counts towards the price.
- After the auction you pay 260,000 − 47,000 = UAH 213,000, plus the lot preparation costs stated in the announcement.
In total the plot costs about UAH 273,865 plus preparation and notary costs. If you lose, you get the UAH 60,000 back but not the UAH 864.70 registration fee.
