How to register on Prozorro.Sale and choose a marketplace: a step-by-step guide

To take part in a Prozorro.Sale auction you register not on prozorro.sale itself but on one of the electronic marketplaces. Here is how to choose a marketplace, what you need to register, why a qualified electronic signature matters and how to get from registration to an application for a specific lot.
How the system works
Prozorro.Sale is a two-tier system. There is a central database holding all lots and bids, and dozens of accredited marketplaces — operators’ websites that sellers and buyers work through. Your account, registration, application and fee payments all live on a marketplace. The prozorro.sale website shows lots and results, but participants do not register there.
Don’t confuse it with Prozorro for procurement. On prozorro.gov.ua the state buys goods and services, and registration there is for suppliers. Prozorro Market is procurement too. Land, premises, bankruptcy assets and privatization are sold on Prozorro.Sale.
Prozorro marketplaces: where to find the list
The official list of accredited marketplaces is on prozorro.sale under “Marketplaces”. Each lot’s announcement also links to the marketplaces you can take part through.
Important: you do not have to apply on the marketplace where the seller published the lot — any marketplace on the list for that auction type will do. On our lot pages, “Organizer’s marketplace” shows where the seller published the lot; you can bid through another one.
In our data, over the last three months sellers published lots through 42 marketplaces. The largest is e-tender.ua (about a third of lots), followed by unitender.com.ua and polonex.com.ua (about 11% each), the Ukrainian Universal Exchange sale.uub.com.ua (7%), and ubiz.ua, zakupki.prom.ua, e-somgiz.com and smarttender.biz (about 5% each).
How to choose a marketplace
- The price is the same. For land, privatization and state and municipal property leases the operator fee is set by the Cabinet of Ministers and is identical on every marketplace. See our article on fees and the operator fee.
- A convenient account. Check whether applying and uploading documents is clear and whether there is a mobile version.
- Support. Phone, chat, working hours — on auction day you may need help fast.
- Registration via Diia. Since September 2025 SmartTender lets you register by sharing your data through the Diia app — no typing in your tax number or uploading document copies.
- Extra services. Some marketplaces offer paid support: preparing documents or bidding on your behalf. These are separate services — check the terms in the contract.
Registering on a marketplace is usually free: you pay the registration fee and guarantee deposit for a specific lot, and the winner also pays the operator fee.
What you need to register
- Everyone: email and phone, and a bank account for the guarantee deposit refund.
- Individuals and sole traders: full name and tax number (RNOKPP), or a passport for those who refused a tax number for religious reasons.
- Companies: an extract from the Unified State Register, ultimate beneficial owner details and, at land auctions, information on founders with foreign capital.
- Foreigners: an identity document, citizenship and place of residence; for a non-resident company — a translated and certified extract from its home register.
Some auction types require more. For example, agricultural land sales also require documents on the source of funds. The list for each lot is in its announcement.
Qualified electronic signature (QES)
At land auctions the application is signed with a qualified electronic signature, and document copies are certified with it too. The winner also signs the auction protocol with a QES — at land auctions and in privatization. So get a QES before your first application. Qualified trust service providers issue it free of charge — including the tax service and banks; there is also Diia.Signature in the Diia app. Before registering, check which signature types your marketplace accepts.
Step by step: from registration to application
- Find a lot. Our catalog filters by type, region, price and what is sold; to catch new ones, save a filter — the radar will message you in Telegram.
- Register on a marketplace. Enter your email and phone, fill in your details and accept the operator’s contract (usually a public offer on the site). Keep your login and password safe: actions from your account count as yours.
- Get verified. Upload documents or share data via Diia if the marketplace supports it. Don’t leave it to the last day — verification can take time.
- Pay the fees. The registration fee and guarantee deposit go to your marketplace’s account, not the seller’s. For land auctions, money received less than an hour before the application deadline is not counted as paid.
- Apply. In your account choose the lot, upload the documents from the announcement and enter a sealed price offer if required (mandatory at land auctions). Land auction applications open two business days after the announcement is published and run until the deadline.
- Bid. At the set time open the auction in your account and place bids. Anyone can watch any auction live, even without registering.
- After winning, sign the protocol and the contract on time and pay for the lot. If you miss the deadline, the guarantee deposit is not returned.
Where do I log in? On the website of the marketplace you registered with. If you forgot which one, search your mailbox for the registration email or a fee payment confirmation.
Common mistakes
- Registering and paying fees on the last day — the bank transfer and document check may not make it.
- Paying the guarantee deposit to the seller instead of the marketplace.
- Wrong documents for the announcement, or no QES where one is required.
- Registering on Prozorro procurement instead of Prozorro.Sale.
- Taking part in a land auction without making a single step: if no participant raises the price, nobody gets the guarantee deposit back. More in our article on fees.
